Public Advisory: Construction Work near Goodyear’s Dam

Newfoundland and Labrador Hydro would like to advise residents in the Grand Falls-Windsor area of a multi-year construction project at Goodyear’s Dam which will impact the North and South Access Roads. Work will start Monday, September 21, 2026, and is expected to end in December 2026, subject to weather conditions and operational requirements. Work will resume in spring 2027.
The work for this year includes clearing and grubbing, followed by transportation of buttressing materials for the Goodyear’s Dam Life Extension Project.
We ask that community members using Mill Access Road (“Mill Stretch”) exercise extra caution, specifically near the North Gate, due to ongoing heavy equipment operation and truck traffic in the area during the early stages of work. The Goodyear’s Dam North Access Road will remain restricted to the public during this time. The North Gate will remain closed to vehicle traffic.
There will be construction ongoing in the area of the Goodyear’s Dam South Embankment as well, including trucks entering and exiting the area through Taylor Road. For safety reasons, we ask the public to please avoid the work area when possible.
