That means you can save up to $7,500 when you combine our rebate with current federal incentives for the purchase of a new EV.

About the Program

The EV Rebate Program makes electric vehicles more affordable for Newfoundlanders and Labradorians. By increasing the number of EVs on our roads that are powered by clean, renewable energy, we can reduce our carbon emissions and help slow the pace of climate change in the province.

The rebate is an initiative of the Government of Newfoundland and Labrador and is administered by Hydro.

The rebate program runs from April 1, 2023 to March 15, 2025 and rebates are available on a first-come, first serve basis or until program funding is depleted. Vehicle eligibility will depend on the date the vehicle was purchased.

Rebates are available to eligible individuals, businesses, not-for-profit organizations or municipalities in NL for:

  • The purchase or lease (minimum 48 months) of a new* 100% all-electric vehicle or plug-in hybrid.
  • The purchase of a pre-owned 100% all-electric vehicle or plug-in hybrid. **

NEW ELIGIBILITY REQUIREMENTS

Eligibility

To qualify for the rebate:

  • You must be a permanent resident, business, not-for-profit, or municipality in Newfoundland and Labrador with the vehicles intended use to be in the province. ***
  • The new or used 100% all-electric or plug-in hybrid vehicle must be purchased within Newfoundland and Labrador from a licensed vehicle dealership between April 1, 2023 – March 15, 2025. Applications are only being accepted between these same dates.
  • Vehicles purchased before April 1, 2023 are not eligible for this rebate.
  • Vehicles purchased outside of the province between April 1, 2023 and March 15, 2025 are no longer eligible for a rebate.
  • Purchase Location:
    – NEW – All eligible vehicles purchased April 1, 2024 – March 31, 2025, MUST be purchased within Newfoundland and Labrador from a licensed vehicle dealership. All vehicles purchased outside of the province are not eligible for this rebate.
  • Person-to-person sales that do not include a vendor are not eligible.
  • Vehicle must be registered for use within Newfoundland and Labrador. A copy of the Department of Motor Registration final vehicle registration permit, that lists the VIN and vehicle information, is required to be submitted with your application.
  • Electric motorcycles and bikes are not eligible.

Eligible Electric Vehicles

  • Purchase or lease (minimum of 48 months) of a new 100% all-electric or plug-in hybrid vehicle.
  • Purchase of a used all-electric or plug-in hybrid vehicle
    – Eligible used vehicles purchased April 1, 2023 – March 31, 2024, are eligible to receive a rebate if the vehicle has not already received a rebate in any previous provincial EV rebate program. Only one rebate will be issued per vehicle/VIN number. To see if an EV has already been rebated, please email EVRebate@nlh.nl.ca with the VIN number and we will let you know.
    – NEW – Eligible used vehicles purchased April 1, 2024 – March 31, 2025, can receive a rebate, even if it was previously rebated in a provincial EV rebate program.

Eligible Models:

  • Once you have determined your vehicle meets the above requirements, you can look to the Natural Resources Canada Fuel Consumption Ratings search tool, under the ‘Plug-in hybrid electric vehicles’ and ‘Battery-electric vehicles’ categories. Newer vehicle models not yet added to the list for which evidence can be provided by the vendor that the model is a battery-electric vehicle or a plug-in hybrid electric vehicle, will be reviewed and considered for eligibility.
  • Eligible vehicle’s that are on the Transport Canada Medium- and Heavy-Duty Zero-Emission Vehicles eligible vehicle list with a vehicle classification of Class 3 or lower.
  • Please note that the vehicle model must meet all above eligibility requirements. Not all vehicles on these lists are eligible for a rebate.

How to apply for your rebate

Once you have purchased your EV and have received your vehicle registration permit from the Department of Motor Registration, you can apply for the rebate online.

Your application package must include:

  • A completed and signed rebate application.
  • A copy of the final bill of sale or lease contract from an authorized dealer, indicating the date of purchase.
  • A copy of the vehicle registration permit: Please wait to apply until you have received this document from the Department of Motor Registration as proof that your vehicle is registered for use within Newfoundland and Labrador. A copy of the final vehicle registration permit that lists the VIN and vehicle information must be provided. An application or receipt is not proper documentation. It must be the full permit that contains your and your car’s information.

Applications that do not include all required information could result in a processing delay and possible denial of your rebate application.

Note: The rebate cheque will be mailed to the address provided on the application. Email is the preferred form of communication and will speed up processing of your rebate. If you do not have an email address, you may list the email of a family member. If listed, you are authorizing us to communicate with them on your behalf.

Newfoundland and Labrador Hydro may ask that the incentive be repaid in the event of a false declaration. Applicants agree to receive correspondence from Hydro or the provincial government containing news, updates and promotions regarding electric service and related services and programs. *For a vehicle to be considered new, it must be constructed entirely from new parts that have not been the subject of a retail sale and have less than 10,000 km.

**Battery-electric vehicles (BEVs) are powered by motors that draw electricity from on-board storage batteries. You plug in your BEV to recharge it. BEVs don’t produce emissions from the tailpipe. This means they can reduce greenhouse gas (GHG) emissions and other pollutants that form smog. If the source of the vehicle’s electricity is clean (such as solar or hydro-electric power) the vehicle will have no overall GHG emissions.

***This rebate is being offered as part of the Government of Newfoundland and Labrador’s Climate Change Action Plan. Eligible applicants must be a resident of Newfoundland and Labrador, a business, non-profit organization, or municipality in the province that is connected to the island interconnected grid or the Labrador interconnected electricity grid.
