Transparency and Accountability

As the people’s utility, and as part of our commitment to ensuring reliable, cost-conscious and sustainable electricity, Hydro works closely with the Public Utilities Board (PUB).

The PUB serves as the independent regulatory body overseeing the province’s electrical utility services. Through regular reviews, the PUB provides oversight that supports Hydro in delivering high-quality service and planning for future energy needs, while also ensuring operations and rate-setting processes are transparent, fair, and in the public interest. The regulatory framework helps Hydro maintain a strong, resilient electricity system that meets the needs of residents, businesses, and communities across the province.

2024 Progress

In July 2024, Hydro filed its 2024 Resource Adequacy Plan (“2024 RAP”) with the Board of Commissioners of Public Utilities of Newfoundland and Labrador (“PUB”), providing extensive in-depth analysis of the electricity needs of the Island Interconnected System over the next ten years. Hydro recommended an incremental approach to required generation expansion and is progressing with a plan involving the Minimum Investment Required at this time, while continuing to progress the necessary studies and analysis to meet future system requirements, the expected case. The 2024 RAP regulatory proceeding continued for the second half of 2024, including four technical conferences completed in the fall where subject matter experts from across the business came together to provide the PUB and parties with technical presentations. These technical conferences provided greater detail on all topics relevant to the filing to allow for and encourage an open, transparent review of Hydro’s proposed path forward on future additional supply sources that are right for the people of the province. As a result of this process, in 2025, Hydro and Intervenors were able to come to a consensus that the recommendation to build a new 154 MW unit at Bay d’Espoir and a 150 MW CT on the Avalon Peninsula are appropriate as part of the first step in addressing the requirements for additional capacity for the Island Interconnected System.
